Electronic Birth, Marriage & Death (eBMD) System — Sri Lanka

Info

Modernizing Sri Lanka’s national civil registration services through secure, scalable digital infrastructure, connecting citizens to essential government records both locally and around the world.

The Electronic Birth, Marriage and Death (eBMD) System is a cornerstone of Sri Lanka’s digital government transformation, modernizing how vital civil records are stored, retrieved, verified, and issued. Operated by the Registrar General’s Department (RGD), the platform enables efficient access to certified birth, marriage, and death certificates through government offices and online services, replacing time-consuming manual processes with a centralized digital solution.

A major milestone was achieved in 2025, when the eBMD service was extended to Sri Lankan diplomatic missions worldwide, bringing essential civil documentation services closer to citizens living overseas. Following its initial launch across seven missions, the service expanded to 62 Sri Lankan embassies and high commissions globally, enabling overseas citizens to request and obtain certified civil documents without having to return to Sri Lanka.

By February 2026, the Government of Sri Lanka reported that the expanded service had facilitated the issuance of over 8,000 certified documents to overseas Sri Lankans. The underlying national eBMD programme also provides access to an extensive digitized historical registry, with approximately 45 million scanned civil records reported in 2024.

This implementation demonstrates how secure, country-scale digital government infrastructure can transform public service delivery—connecting citizens, diplomatic missions, and government institutions through accessible, reliable, and citizen-centric digital services.
