Transforming national identity and civil registration through secure, interoperable Digital Public Infrastructure (DPI).

Under the World Bank-supported Tonga Digital Government Support Project, Tonga’s national Civil Registration and Vital Statistics (CRVS) and digital identity systems integrate two leading Digital Public Goods: OpenCRVS and the Modular Open Source Identity Platform (MOSIP).

The initiative modernizes how Tonga registers births, deaths, and marriages while connecting civil registration with TongaPass, the country’s national digital identity ecosystem. The integrated solution enables unique identity numbers to be issued at birth, strengthens the accuracy and accessibility of vital records, and establishes a trusted digital identity foundation for delivering public services.

Launched nationally in 2025, this pioneering implementation demonstrates how open-source Digital Public Goods can work together to deliver scalable, secure, and inclusive digital government services. It provides a reusable foundation for public sector modernization across geographically dispersed communities, supporting Tonga’s long-term digital transformation and the United Nations Sustainable Development Goal 16.9: legal identity for all.

The World Bank’s Independent Evaluation Group subsequently reported a 79% reduction in processing times for digitized birth and death registration services, demonstrating measurable improvements in government service delivery.
