CRVS & Digital Identity System - Kingdom of Tonga

Info

The Tonga CRVS & ID Hub project is a key initiative under the World Bank-supported Tonga Digital Government Support Project, aimed at modernizing the country's Civil Registration and Vital Statistics (CRVS) system and national ID framework. It integrates the openCRVS platform with the Modular Open Source Identity Platform (MOSIP) to assign unique digital IDs at birth, link birth, death, and marriage records, and enable secure authentication for accessing public services like health, education, and banking—both in-person and online. Launched in June 2025 with implementation led by VSIS Group's Bevolv and VSOne World as systems integrators, the project addresses challenges from Tonga's dispersed island geography (e.g., delayed record transmissions) and supports Sustainable Development Goal 16.9 for universal legal identity. It also features the TongaPass digital ID system and a national data exchange hub via WSO2 for interoperability across government platforms.
